In response to an appeal to allow Jews to carry arba minim on Har Habayis, Police Attorney Michael Frankenburg responded that barring the arba minim did not violate freedom of worship because the status quo of the holy site prohibits visible Jewish prayer as well as visibly noticeable Jewish ritual activity.
Police even ban Jews from bringing water to Har Habayis lest it lead to a Jew reciting a brocha.
